Not all factions are created equal in recruiting. The Romans, frex, can't recruit Scutarii, no matter how high a MIC you build. So you may just be playing a faction that is not in the "allowed" list for Scutarii recruitment.

i used the lvl 1 but then switched to lvl 4 but nothing happeneddamn hahahahah this is confussing hhahaha the different government lvls are nice but can be quite a pain to learn which one to use in order to recruir good regional troops

You can recruit better factional troops as Carthage. I wouldn't even bother making an L4 regional MIC for the Scutarii. If you must, use mercs and hire the Scortamareva instead. As Rome, I got some when I bought some Lusotanni cities and I'd have to say that after 20-30 years of campaigning, almost 2/3-3/4 are still around to talk about it.

Don't confuce MICs (barracks) with government types. You'll need either government type III or IV if you want to build a regional MIC level 4. Relating to recruitment, the government types only restrict the MIC levels available.
Goes something like this I believe:
Government - - - Factional MIC - - - Regional MIC
Type I - - - - - - Level 5 - - - - - - - Level 2
Type II - - - - - - Level 4 - - - - - - - Level 3
Type III - - - - - - Level 3 - - - - - - - Level 4
Type IV - - - - - - Level 2 - - - - - - - Level 5
BTW, shouldn't the loricati scutarii be available to the romans?
Their description mentions their use in the roman civil war plus they sound exactly like the local kind of troops romans would employ...

You would think so but unless they are Level 5 regional for the Romans they don't. I built up to 3/4 in all of Iberia and at least previewed the next level of MIC's recruitment before switching to Type 2 Gov and not worrying about it (not like there was any enemies left, Iberia was my hinterlands). Its really the Marians that make Iberia useful (that and the massive mining income youc an get from there).

Even with Level 5 You wouldnt get them. They are just not defined as Regionals for Romans.but unless they are Level 5 regional for the Romans they don't
