    Default Priests and ancillaries

    I have a question regarding a priest's eligibility for promotion to cardinal- is it based on their piety rating in terms of traits alone? I.e. could you theoretically get a priest with one point of piety to become a cardinal by moving a whole lot of ancillaries to his retinue?

    I believe that you could (as long as those ancilleries made him the best canditade)

    If you have more than one eligible priest, the promotion will be based on your relations with the pope.
