Why can't I reconcile?

I was able to reconcile by gifting 1000 each turn to the Pope for about 4 or 5 turns and then building nothing but churches in all my cities. The option to reconcile came up in the list and I offered one of my minor cities and 4800.

Plus, our relations became "perfect" and anyone attacking me would suffer the wrath of the Pope!
