First, go to the options panel in the User CP.Its called personal title

2.Its an URL tag.Select the word, the click in the world image.write the direction in the box and click OK.

Some factions cant get Onagers.You need the place when you train missile troops upgraded.

Yep, as Caius said, the almighty Onagers are available at the next to highest level of Archery Range upgrade which requires a large city for their construction. However they are only available to the civilised factions, not the barbarians.

For more information about what you can construct in each individual settlement, you can view the technological tree by clicking on a button on the settlement's scroll, I think it's the one with a mathematical compass on it. Then you can browse at your pleasure simply right-clicking on buildings to find out what you can train at them.
