He didn't say he'd made it yet. Only that it will be in the first release of this mod.

Halberdier unit for hte VC's is made ... and I have made a first attempt mesh for the Tomb King catapult... screenshots will follow, but I haven't tidied up a few details on the Halberdiers yet .... or rigged up the catapult mesh. Screens WILL follow soon
