you can ... and you can not ...

you cant add new wonders ..
you can add an object that gives bonusses so it looks just as a normal wonder ..
(a method would be to just give a settlement a hidden ware and the first base-building a faction-bonus for [....] if it has the hidden ware in the region, not the same as a normal wonder but very close to it)
