That's a good idea.
It could be positioned next to your settlements.
Enemy spies could then be allowed to open the gates, releasing a few full stacks of vengeful prisoners right in the heart of your empire.
That should make the end game more interesting, if all the prisoners you have taken during your campaign suddenly escaped during an earthquake.
I believe that would be interesting if CA could implement it. I think it should only apply to nobles captured though, such as generals and royal family members. That would help to sway a very resilient AI faction to ceasefire. I doubt CA would implement it though, even if they could.

You won't get ceasefires. I've played with both high and low global standing postpatch. With a low standing(as the turks), it was completely impossible to get a ceasefire. However, when I had a good reputation, I was able to get ceasefires at the very same turn I was attacked. If the enemy attacked with a small army and wasn't really intent on killing me off, then I'd get a ceasefire. Of course, if they wanted me buried, I wouldn't get one...
And you can also get a lot of cash for those ceasefires.
Still maintain that crying on the pitch should warrant a 3 match ban
That said, I have noticed that the AI does come to me more with ceasefire offers post-patch (in leaked 1.2, actually) so although you can't approach them you can sometimes get them...

Leaked 1.2 ( have not played enough of official to know for sure ) playing M/VH ceasefires are possible...as long as your reputation is good and especially if you can improve your relations with the enemy. It also helps very much if the enemy's priorities are peace. I was at war with Poland, playing HRE, and after their three or so futile attacks upon and around Breslau I sent in a diplomat. I proposed an offer for a ceasefire and they accepted.
