No, just a new marker in your city building view named Polybian military era (the old Camillian one isn't removed, however). This allows you to upgrade your Barracks to a type capable op producing Polybian troop types.

I got Polybian reforms. In 242 BC. Everything great but they didn't happen in Mediolanium. Is that the way it should be? I thought the happen in all of Italy. Bononia, Patavium, etc. OK:

It should happen in every town you own. However, in newly conquered towns it may take a turn to take effect.

What do you mean in every town? I thought that the first reforms only happen in Italian cities.

    Straight from the FAQ:

"Q: As the Romans, why can't I build factional MICs in X area.
A: The Romans can only build factional MICs in areas that contain Roman units. The area expands based on the reform level (see below). During the Camilian Era, you can build factional MICs in your starting cities plus Segesta. During the Polybian Era, you can build factional MICs in "Homeland" regions (Italy). During the Marian & Avgvstan Eras, you can build factional MICs everywhere, but have limited recruitment, based on the area."

I believe the following holds true....

Type 1 government is mandatory for Polybian

Type 2 government is mandatory for Marian & Imperial

To be honest, I haven't played the Romans since 0.74. I assumed the reform buildings to work in the same way as the Celtic reform, which is placed in every town you own, but it may work differently.
