the reforms are just for Romans, if a settlement owned by one of the 4 Roman factions reaches huge_city the reforms happen
so I guess if you killed all Roman factions the reforms no longer happen, but than again there would be no need for it (the reforms are just a flag that triggers a little message when it happens and allows you to specify what you can build with/without flag set, but should only be used for Romans ..)

No, becase XGM has a legionary style of peoni infantry that gets reformed with the romans.And plenty of other factions get legionaries as well so.
Luckly I saved right before I destroyed rome.
Should I load it?
when I tested adding the reforms to BI it seemed a non-roman faction could actually trigger the reform by building the huge city level building in a province with the 'italy' hidden resource (you can look up which provinces have that in your game in descr_regions.txt). I'm not sure in RTW if it would have to be roman culture that builds the huge city or not.
Hang on to your save in-case you have to go back, but try getting one of the relevant cities up to huge_city and see if it works...

A sicilian compaign will soon see days (an implementation from PTW team will increase possibilities of this mod)
Sure it will not be like PTW I (there is building and Systems that can not be done in XGM but will be in PTW)
