Remember though that the sea does count in the province count. So in map_regions, if you have all water 1 colour, you can have 199 land regions. If you have 2 sea colours, you can have 198 land provinces.

Oh, and the reason you might want to have more than one region colour for the sea - in case anyone missed that coming up - is that if you don't and sea's are divided, eg. Mediterranean and Caspian, the AI sees the whole thing as one sea and tries to get ships from smaller area to larger one (obviously unsuccessfully)
