Actually gents, I think this has been partially fixed. In my current v1.02 Byz campaign (pure, meaning I started as v1.02), there have been a number of disasters in provinces I own or was about to own, and I was able to built towers and stuff happily after those happened. So, I am lead to believe that the natural disasters bit has been fixed.
However, there are two other cities worth mentioning, Cairo and Marrakesh. The short version is, I think if you interrupt a crusade (and possibly jihad) by capturing a city, that province will become bugged. Case in point. I was just sweeping into Egypt, when the Pope declared a 2nd crusade against Cairo, which had rebelled from the French. I swooped in and captured it, thus causing the "unsuccessful crusade" notice. I can NOT built forts or watchtowers in Cairo. The other example is Marrakesh. The Pope declared a crusade against them about 5 turns ago, and the Milanese successfully captured it from the Moors. Well, I just bought the city away from Milan, and I can build towers and forts in it.
Soooo..... I think interrupting a crusade or jihad seems to be the only way to "bug" a province now in v1.02. Does anyone have other anecdotal evidence to add? I'm thinking about letting Cairo rebel and see if the Pope will call other crusade against it, let the crusade succeed, and then buy/capture it back to see if that fixes the problem.

Hmmm.. Just ran into another province that I can't build watchtowers in, and it's not been the subject of a crusade or jihad as far as I can tell. Kinda shot my previous theory out the window here.

That bug is related to loading a saved game in that turn. When a flash flood or earthquake strikes a region, then forts and watchtowers cannot be built in that province during that turn. The turn following everything is back to normal.
However, if you load a save game during that turn the disaster struck, the "damage" to the province never goes away. You will remain unable to construct those improvements in that province for the remainder of the game. If the province is struck by another such disaster, that will reset things so they will resume normally the following turn. Bottom line: if a province gets hit by a disaster, don't load the game that turn. Wait until the following turn to save if you're quitting for the evening. Where I usually encounter the bug is when I take a province from an enemy and only then discover that it was damaged at some point in the past when I picked up a session.
Oh, you can build forts and watchtowers on resources. You cannot construct them adjacent to another fort, watchtower, bridge, city, or foreign map unit (army or agent).
Age and treachery will defeat youth and skill every time.
If you armies were in forts in RTW, they didn't cause devastation.
