MIC is the abbreviation for military-industrial complex. It means the infrastructure required to create and maintain a military force. In game, this are the barracks where you recruit your troops.

The MIC I believe stands for Military Industiral Complex. They're just the barracks you build in your settlements. Once you get the various reforms, you have to build the new barracks that correspond to that specifc reform and eliminate the old one (the little hammer on the building description in the game). Hope this helps.

Actually, that's a bad idea. You can upgrade the old MIC building to the new one, but if you tear it down you have to start all over again. The exception is IIRC the Marian reform, when you will automatically receive new MICs, so you can tear down the old ones to recoup funds.

MIC is a behind-the-scenes shorthand that is unfortunately used out in the open as well. It only really makes sense behind-the-scenes.
