The faction has too many errors and missing components so one can probably assume Mesoamerica was never finished before release. Just a few examples eg default peasant unit cards for a few units, Eastern buildings, Mongolian accents etc.
Well there are buildings for them, just for some reason it switches to middle eastern once you get past a certain level.Eastern buildings
I just think their recruitment was only meant to be simple because they only appear for the end part of the game. More than likely they'll be fleshed out more for the Americas campaign in Kingdoms.
