This is a slightly more complex problem.
I can't seem to get Neitos but the bloody Romans have started recruiting them.
Just how exactly do you get these guys? do you need bigger cities or what? or is it sparked off by contact with the Romans?
It's sort of cool in a sense because its as if now the Romans simply took what they liked about the Celtic equipment and warrior style in general and used their superior levels of administration and organization to churn out high quantities of these heavily armed, well trained warriors.
But still I would much rather be churning out these men myself...
Actually its just a restriction of the MICs. Celts don't get Neitos until the 2nd reform (120 BC) but due to the inability to make regional MICs obey reforms they just decided that Neitos would be recruited in regional MIC 4 for non-Celt factions that can recruit them.

The celts need the 2nd reform for Neitos. Carthage and Rome can get them right off the bat.
I shouldn't have to live in a world where all the good points are horrible ones.

I've pretty much got the most developed economy in the world in the game, and I invest in vritually all technological development, but I still can't seem to get anything other than the standard Belgae spearmen.

2) They get them so early because the developers can't make the game obey the reforms that way. The reforms are only for Celtic factions, and they can't make the regional MICs for other factions go with the reforms.
3) I think you need to get the first reform for those.

Yeah that's the problem. Playing as the Averni, I have to wait for the last reforms to be able to produce heavy cavalry but the Romans, in a level 5 MIC can get them straight away... This somewhat spoils it :p In my roman Game, I have a house rule in wich I don't build troops until the Celts manage to. This means I'm not building any Neitos or Brihentin.

The professional troops of the celts, greeks or other people conquered by the Romans shouldn't be available to them I believe even more if they themselves could not produce them.
