The consequences are death to your faction leader. It's not always bad though. If your faction leader is a corrupt feind who might as well not exisit, then he may be better off dead. Refusal, on the other hand, results in instant civil war! That can be very good if your not very popular and want control over Rome, but it can be terrible if your borderline defences with other Romans are very weak.
