Gaining poular support?

No... no penalty. Actually what happened was: I was the Brutii and I attacked the Scipii. I had received neither message because my popularity was high with both Senate and mob. The Senate and other factions declared war on me. I took the Scipii city. The Senate then actually asked for a ceasefire with me, re-allied with me, and asked me to attack one of the other Roman factions that they had outlawed. I thought this was strange that they would outlaw another faction, because we had all been at peace until I started the civil war. I think the Senate just didn't want to have a conflict with me. I was extremely strong and I basically just rolled over the Senate and other Romans.

me too!I played as Brutii,i decide to gained enough popular so i can wiped out those fellow romans that take away the pleasure of cunquering those greek(it is 28AD now,and Greek cities still exist and they remains as the master of the east,with i own the egypt and the rest are greeks)...

when i take my 30th city,i get "the chance to take power" message.Finally,i can take out those annoying romans.But after 1 turn i dissolve my alliance with Julii and attack them,the senate send me a message that want me to wiped out the Julii faction and say that Julii is a outlaw!!
and if i fail:i will be outlawed!

and Scipii have been declared as an outlaw too......

i decline to accept both mission,then i have been outlaw too!now Roman killing each others(at least from diplomacy show that they are no longer ally)

and same with Theodoric situation,my popularity with senate and people is higher than Scipii and Julii(senate=6 shields,people=7 shields)

THIS IS FUN! NOW I AM HAVING TOTAL WAR!!!!!!!!!WOPIIIII!!!!!!

NOW IT IS TIME TO CONQUER!!!!!

AND i forget 1 more thing,that the Julii is larger than me(size of faction)
