Yes, you need to wait for reforms, and probably need a high level MIC.

A level 4 regional MIC, if I recall correctly, and available in the two provinces north of the Alps that are not Helvetis. Veldideno and Iuvavoaeta should give you them, I'm not sure if any further north will though.
