The only way to upgrade an general (as done in vanilla) is to use the upgrade_general_unit attribute, which becomes active after the vanilla reforms. But the timing is off, as the upgraded general would be avaliable far earlier than the Roman group want it to be. There may be a possibility of timing the vanilla reform, but we haven't worked on that too much yet.
You won't find another way of doing this thing.
