Diplomacy and the Sweboz

The Sweboz were attacking my allies the Getai and I decided to help them and then take a province or 2 from the Sweboz, a couple of turns after the battle their diplomat comes to me with this "offer"

I sent him home of course

Now on to a serious issue, I think some new units should be added to the Neuriji and the areas north of it as the Sweboz expand there very often and they only seem to be able to recruit Baltic infantry I just massacred a full stack 20 units of baltic infantry. In my campaign they were pushed east by the Aedui and ended up in these provinces, can't they build their factional troops in this area, or is the AI just in love with the Baltic Kirisilinkas(sp?)
