What's that File which enable DOS .BAT scriptes to Run in XP?

Hi:

Back in the days of editing STW statswappers and the like, I learned there was a file needed in the system32 directory which enabled cmd.exe to function properly. I'm in the midst of transferring PC digs at work, and I'm noticing that some of my good ol' DOS .bat utilities are not operating correctly on the new PC I'm transferring to. I suspect I need to drop that file where it needs to be on it.

I'm sure someone here remembers: what is the file (choice.com?), please confirm it goes in ...\system32\ folder, and where might I find a copy of it? For some reason it's not where I thought it would be on this old PC.
