An easy way to spot it is when you post about it in the forum and someone tells you that it's hardcoded. Over time you'll get to know the limits. Alternatively, you can search this forum for "hardcoded", but that'll be boring.

You just have to learn and remember what is a CA bug and what is an EB bug.
Some of the things I've seen reported that are RTW bugs are problems with the AI or how units move in the battle map. These are hardcoded and cannot be fixed. Also, if it involves something that has not been altered by EB: pathfinding, AI, seige towers, base engine things; then it is not an EB bug.
