An ounce of prevention is better than a pound of cure.
Taking a page from Barbarossa82, if you limit it your population growth, squalor won't have to do it for you.
That said, it is usually better not to upgrade your farms to get your population growth in control - if I don't recommend it, someone else inevitably will. Good luck!
