IIRC the reformater trait is not time-dependent: it merely indicates that a characters has the traits required to trigger the Marian reform. However, the non-character-trait conciditions still need to be met before the reforms occur.

If that general stays alive until 172 BC and you fulfill the other requirements, you will get the Marian reforms (as far as I understand the system).
Think of the reformator trait as an "I want to be Gaius Marius when it's 172 BC" trait.

So, right, year 172 BC just came - nothing. I mean, really nothing (got all requirements fulfilled of course). I guess it comes at random after 172 BC then?
EDIT: Nevermind! I got them. Seems it's summer 172, to be precise, not spring.
And I can at last do something useful and report a bug: Vigiles seem to be trainable with Marian reforms.
Also, there's the problem of not all buildings appearing on the city menu, simply because there's no space I think. Like in huge cities with everything built plus, say, a uique building, I can't see one or two buildings that I built last.
