Some areas give up more units than others. Sparta has relatively few compared to some other regions, whilst Ambrakia, I imagine, has quite a few.

It has good units, just not a very big selection, as they were rarther inflexible and reluctant to use new ideas, so they are stuck with classical units, no iphractious hoplites or any of the more modern units.

Sparta wasn't known for heavy cavalry or cretan archers or ekdromoi hoplites or other such units. They have some simpler units and the spartans themselves.

Did you have the highest factional or regional MIC? What faction are you playing as? Some factions (KH, Makedonia, if I remember correctly) can build it in their factionals on that island with province-type government, but some either need a allied-type government and high regional MICs.

I and many others around the world are of the strong belief that the universe was created by a Flying Spaghetti Monster. --- Proof of the existence of the FSM, if needed, can be found in the recent uptick of global warming, earthquakes, hurricanes, and other natural disasters. Apparently His Pastaness is to be worshipped in full pirate regalia. The decline in worldwide pirate population over the past 200 years directly corresponds with the increase in global temperature. Here is a graph to illustrate the point."

First, let's cut the homophobic language.

Second, Spartan hoplites are what Sparta was known for in the 5th and early 4th centuries, not the 3rd. It took a lot of time and resources to recreate the spartan system of old in any form.
