You have to build new MICs (barracks) to get Polybian units.

If you have a level 1 camillan MIC you get the option to build a level 2 polybian MIC. If you have a level 2 camillan MIC you get the option to build a level 3 polybian MIC, etc. up to the level 5 camillan MIC where you (only) get the option to build a level 5 polybian MIC instead.Originally Posted by svramj

I've been playing a Romani campaign for what seems like months (I only get to play for 3 or four hours a week during my lunch break) I am at 245 BC so I'm really quite excited about the fact I'm very near a reform...watch out Carthage here I come![]()
You need to upgrade your local MIC in any city once. That will give you access to the Polybian units. First time I did that, I simply misread the building description, and was wondering the same thing.
