An answer, and a few others infos...
No permanent allies or enemies... The clans will start with the real diplomacy facts in 1524... For example, Myoshi clan will start as a protectorate of the Hosokawa clan (the rebelled 2 years later)... If you play Takeda... Well you can make peace with Uesugi
Some clans will be easier, like the Hosokawa... They were powerful in 1524 (many lands), but also surrounded by the Ikko-Ikki temples of Kyoto area...
Some clans will be harder like the Takeda or the Mori (surrounded by Ouchi Clan)...
It have probably already been said, but the Clans will also start with the provinces they really owned in 1524... And all the rebels factions are smaller, less important REAL clans (or a few Ikko-Ikki), also starting on their owned lands...
