PM Tosa or an Admin. That should get you the subforum.
Tools, you should be able to get links here at the Org in one of the pages.
Advice? Stick with the mod. Don't abandon it. And if people think it's interesting, starve the community by giving tiny updates revealing one unit at a time. j/k

By the way, you can use the "Vacancy for RTW" sub-forum to ask for your mapper and textures guy. With luck, somebody will notice it.

Obviously you can go direct to one of the admins to try to ask for a subforum, it might be as well though to create a thread in the Forge (the one below this in RTW modification) terms are
As you have a team and fixed idea you could quite legitimately create a thread for it. Create the thread using the name of the mod as thread title. A Forge thread is a useful thing to have anyway as people may view that forum who don't always browse the hosted section. It would also be a way to lay out the information you have to present it to the admins when you apply for the subforum. If you include an outline of what the mod is trying to achieve, screen shots of anything already done and details of the team etc. that can only be useful.This subforum is solely for developing mods. Each mod in development should limit itself to a single thread in this forum, etc
As Warmaster Horus said there are plenty of links to tools and tutorials around here, in the Scriptorium, Answers database and the various stickies, if you can't find anything specific please say more exactly what you are looking for.

Well you can't exactly create a faction as RTW game is already at limit of 21 factions. However you can re-use and adapt an existing one - I don't think there is a specific tutorial that covers everything you need to look up each element separately.

how to change faction names (nice easy bit that)
how to add new units (probably)
how to change banners and icons
probably more it depends what faction you are trying to turn into what.
