Obviously you can go direct to one of the admins to try to ask for a subforum, it might be as well though to create a thread in the Forge (the one below this in RTW modification) terms are

This subforum is solely for developing mods. Each mod in development should limit itself to a single thread in this forum, etc

As you have a team and fixed idea you could quite legitimately create a thread for it. Create the thread using the name of the mod as thread title. A Forge thread is a useful thing to have anyway as people may view that forum who don't always browse the hosted section. It would also be a way to lay out the information you have to present it to the admins when you apply for the subforum. If you include an outline of what the mod is trying to achieve, screen shots of anything already done and details of the team etc. that can only be useful.

As Warmaster Horus said there are plenty of links to tools and tutorials around here, in the Scriptorium, Answers database and the various stickies, if you can't find anything specific please say more exactly what you are looking for.
