Hmm, what about giving it only to PP? What would happen then?

Then every faction who recruited the PP would be using the merc skin. All PPs ever recruited would look the same. Not pretty.

EDIT: Anyway, it doesn't really matter, we are already using the merc slot on that model, I think.
