    Didn't the Carthaginians recruit elite Libyan mercs from North Africa?

    So why does North Africa only have "crap" javelin mercenary units?

    A lot of the Libyans are represented by the faction recruited troops - Libyan Spearmen and Libyan Heavy Spearmen. I would guess this is because they were so common and to encourage the AI recruiting them.

    well, they still aren't exactly mercs, and are pretty far from elite. Carthaginans have 20 different spear units that does the same thing - jack of all trades but a master of none.

    You do have some peltasts and other units in Zeugitana province. I cannot tell you exactly which ones , since i don't recruit mercs

    Because a merc is hireable by any faction, and the Libyans in the Carthie army were mercs technically but not in the sense that they would work for just anyone. They also tended to be equipped by the Carthie state. They don't really fit with the RTW sense of merc.

    The actual province of Kart Hadast has a great selection of mercs, pelatstai, pezehetairoi, hippeis, thurephoroi, Iph. hoplotai, Baleric slingers, Scuatari, Curisi, everybody the Qathadastim where in the habit of using for their armies, in fact.

    Also, all Iberia troops 'recruited' are in fact mercs you hired. As for elite spears, Libyan Heavy Spearmen and Liby-Phoenician Heavy Infantry are very good spearmen. The Liby-Phoenician Heavies are better then Hoplites and the Libyan Heavies are just as good as Thorakitai.

    Not all the "mercenaries" of Carthage were hired in the same way. Most of the soldiers that came from Libya were not hired as the typical mercenary that is hired and fights for money, but they served Carthage as part of the alliance that this natives population had with Carthage. The Numidian tribes had a similar way of serving Carthage. An example is Masinissa who later changed his alliance and troops to the Roman side.

    If you are asking about the units in Africa. I hope that we will soon have a larger diversity of regional units in Africa to represent better the diversity of "mercenaries" and tribes in the region.
