All you need to do it upgrade your barracks. If you have a new 'building' in your towns that's picture says 'Polybian Reforms' you know that you've got the reforms and you can upgrade your barracks.

Personlay I alter the script whenever I play a non Romanii campign so that the AI has the polybians in 245bc, the marians in 170bc and the imperials in 150bc. Right now I am in 243 of a Qarthadastim campaign and sincerly regreting that I didn't put them off for a few more years...![]()

Still doesn't work I have all of sicily and all of italy and it is 216bc. I checked for polybian reforms at all my cities but I only see camillian reforms?
