The MIC is EB's term for barracks, and stands for Military Industrial Complex. There are two types of MICs, native/factional and regional. The factional MIC recruits troops that are native to your factions culture, which we designate as factional troops. The regional MIC recruits units that local to a particular province.

There are four types of goverment, and their basic role is to designate what kinds of troops can be built there (though they also restrict certain buildings as well). The Type I Government is commonly referred to as the Homeland Government and can be placed in any province with a homeland marker (a building with a picture of corn on it). This allows limited construction of the Regional MIC, but allows maximum construction of the Factional MIC. This usually means that there will be none or very few local troops, but lots of factional troops. At the other end of the scale is the Type IV, which basically allows limited construction of the factional MIC, but full construction of the regional MIC.
