Question Question about Roman MIC and Goverment Type

This is my first time playing EB and most of the time I get confused due to its differences with vanilla RTW. But it's a great MOD and I'm intend to play it despite all odds.

My question is, I'm playing Roman and take possessions of Taras & Rhegion and establish Type I government there but when I intend to build Roman MIC there's is no options for it (I already establish Type I gov and enough money to build Roman MIC) the only thing I got is the local MIC but no Roman Homeland MIC . Is there any other paresquite to build the Homeland MIC or its just EB bug???

There are four reform periods for the romans in EB. Currently you are in the camillian period. You won't be able to expand your factional recruitment until you reach the polybian reform era. Please read the FAQ for more details.
