Making Unplayable Factions Playable

Good afternoon from Canada!!! I Hope this finds you and yours well. As for me, I could complain...yadda, yadda, yadda.

I was wondering if any of you kind souls out there could help me with that little file trick of making unplayable factions playable. I know the cut and paste bit, ut it's the name of the file that's slipping my memory. All help will be gratefully appreciated!!!
