The latest release is eb 0.81a v2, so yes it does have the permanent fixes.

There are permanent fixes for 0.81a, which are incorporated in 0.81a V2. There is also a fix for 0.81a V2, which must be downloaded and installed separately.

when i go to download the typo fix for version 2, it only says save, so i save it in rome/eb/data/ and all the files there are documents and this is the only rar file there, so is this normal?

You need to follow the instructions fully. You asked about this earlier. You must unpack it.

The file is compressed, so you need a RAR extractor, such as WinRar (free trial), 7-zip (free) and others.

The answer to all your questions, ever.

The fix will prevent CTDs. You are not guaranteed to get one without the fix, as 0.81a V2 is pretty stable from the outset.
