In theory its possible, but due to the mechanics of the RTW map unlikely in most cases. Maybe it takes into account the movement points remaining for your army?

I've gotten it once before in vanilla, I'm pretty sure it takes into account the remaining movement points as Geoffrey suggested. Definitely not an EB feature.

I said YES! But it was not very spectactular, the Armenians retreated without fighting.
But the next turn I moved in their harbor, then I was attacked by an armenian full stack of 4 Skythian archers, 1 x horse archers and the rest pantodapoi crap. I had 4 depleted units of Doryphoroi Pontikoi, 1 unit mercenary Phalangitai, plus 4 units steppe riders and 2 units Sarmatian horse archers. I slaughtered them all and got a heroic victory.![]()
Currently I'm besieging their capital. I'm not very interested in Tanais, so I think I'll give it to the Sarmatae. When the Hay are wiped out, I hope the Baktrians will finally ally with me against the Seleukid rest-empire.
I've seen it happen a few times,but not in Eb.
I really need to start playing RTW again the diplomacy system is so simple.
