Would it be possible to take the senate mission programming, and have countries you're allied assign you missions to help them out too? Just as a way to actually make Allies seem like allies.

You can't change a lot about the senate mission programming to the best of my knowledge.
You might be able to do something with scripting but that is beyond my level of expertise...
