Q: possible to limit recruitment to a particular city in RTW?

I'd like to know whether it is possible to limit Unit recruitment to a particular city - in the same manner as hidden_resource italy/sparta for certain Units.

If it matters, I'd like to limit Urban Cohort recruitment to cities they were garrisoned in historically (Rome, Carthage, and Lyons (Lugdunum)).

Exactly like that. You place a hidden resource in the desired cities (descr_regions.txt) and then add the resource to the unit's requirements in the EDB (don't forget to declare it there). You can also do that indirectly, by 'tying' the unit only to a certain building and then make the construction of that building have the hidden resource as prerequisite. Same thing, only more complicated actually...
