Well, I gave them a regular tribute of 200 minai a turn for a long time, but I think the main factor was that I didn't share any borders with them until a few turns before the AAR starts. In my experience the best best way to maintain peace with an AI faction is to offer them a small amount of regular tribute and to not share any borders with them.
