Before you try to redesign the frontpage, I think it's important to determine exactly what purpose is does/should serve. Very few people currently visit it because there is little to no desirable content on it. It's pretty much just links, which, frankly, google made largely obsolete.
I have some experience with this type of situation at a website I used to run. Like the Org, we had an active forum but a hugely obsolete and unattractive frontpage. I made a new one using Joomla that looked a lot better, but that alone was not enough to put some eyeballs on it. I had to make an active effort to put original content on there that could not be obtained in the forums. Until I did that, very few people ever went there.
There is room for plenty of original content on the Org's frontpage. With so many TW games, expansion, and mods, an information site in the style of CivFanatics would be immensely useful. However, that requires a lot of work. I would suggest that the Org not embark on a major overhaul without first determining whether there will be multiple people actively and regularly involved in improving and updating the original content on it. If not, then the Org is really nothing more than the forums, and as such it would be best to put a simple splash page that links to the forums.
