Polybian reforms?

When should the Polybian reforms take place. 8.1.a My new and current Roman campaign time is 203 B.C. All of Itlay and Cisalpine Gaul, the Spainish provencial coastline are in my control plus Crete, Carthage and all the western Mediterranean Ilands. I have all the main Italian provences with the highest military barracks. I'm thinking something is a miss since the rebels that appear in the Italian region have polybian troops.
