    Default cant build fraction MIC

    Hi,
    I cant build fraction MICs in captured regions though i bulid different governments. If i destroy the government and the fraction MIC in my homeland and rebuild the government, i cant rebuild the fraction MIC.
    But i can build regional MICs normaly.

    I am assuming you are playing as the Romans. The Romans can only build factional MICs in certain provinces, based on your era. See the FAQ.
