    Occupy-------> Cities that are green upon capturing.

    Sack----------> Cities that are same faith but are yellow.

    Exterminate---> Opposite faith cities.

    This pretty much regardless of the drea / chiv rating of the general. Just business. Offers the occupied cities can't refuse.
