As stated above, when the Vanilla Marian reforms happen. In my campaign this was around 235BC. You need a level 4 factional MIC, but if you already have one, you will have to upgrade in this province.

The Hysteroi Pez. and the Argyraspidai are a bit unbalanced and I don't know what stats they have in your build. Just make sure they both have an armour value of 12, not 10.
