    Default I think imperial reform script is bug

    If someone have seen imperial reform without cheat, i cant believe that.
    It is impossible to get 'GoodRecruiter' trait.
    I examined script file and Knew this one is only chance to get it.
    The others are nearly impossible things.

    Condition SettlementBuildingFinished >= city_barracks

    Affects GoodRecruiter 1 Chance 15

    But even this script is wrong as well. i thought this 'city_barracks'
    is inaccurate. so i change that to 'city_barracks_B1'.
    After do that small job, If you construct the barrack that more high tech barrack than Marian's barrack, you can get the tarit.

    Oh, I get it. That was why I never got the trait. i finally modded it into every general by whentocheck - endturn, chance 1. Thus i got lots and lots of good recruiters... I tried to look for the real bug but i could never spot it. well done.
