you know you need like the highest level academy building for them, right?
as for spawning after capturing a city, why would you need them after you captured the city? in this period, Roman siegework consisted of circumvallation and earthworks, ramps, etc. Unfortunately we cant model this in the game.

Can't you make seige equipment in Taras with the highest level Native MIC?
Getting the equipment would be only part of the problem. The Romans would also need people to operate and maintain them, as they didn't have that expertise. In the second century BC, this effectively meant Greeks, as they were the only people with a tradition in military engineering.
