I haven't done a short campaign but think the following is correct:
The number of turns is dependant on how long it takes you to fulfill the short campaign victory conditions. I believe you can then continue past that if you wish.
Unlike in MTW you start the short campaign at the beginning with non-advanced units just as you would do in the long campaign. This is different to MTW where you had early, high and late periods with different types of advanced units at each period.

What Yakobu said is correct. The number of turns is dependant on how long it takes to fulfill the campaign goals, ie hold a certain amount of provinces and eliminate one or two of the neighbouring factions. Ie everything from 1 to 200+ .
When you complete the goals you are asked after the victory video if you want to continue playing. The campaign then becomes a standard long campaign, ie hold 45 provinces and Jerusalem or some other province.

Ok, so just out of curiosity is there no turn limit for the long campaign as well?
To meet the long campaign victory conditions you need to hold a set number of provinces plus key provinces within a set number of turns. Whether you succeed or fail matters not as you can continue playing to conquer the whole map.

And you can keep playing after wiping all factions except of Pope who is undefeteable. Game is basicaly endless.
But you don't get the nice LOng campaign wictory screen if you don't acomplish it in given time.
But worry not. It's realy realy REALY hard to run out of turns.
