Your ISP will be able to tell you the best size to use. Are you using PPPoA encapsulation or PPPoE? Try switching from one to the other and see if that improves things. Could it be your ISP that is to blame? I have a similar problem to yours and have found this to be the case - in particular my ISP's DNS servers. You could try using OpenDNS instead of that provided by your ISP.
