Because at that time Makedonia was weak, they had hardly enough cavalry to make thier prize tactic work at all, along with the fact that Rome was probably rich after the punic wars what with all the tribune carthage was forced to pay and the sacking of the merchant ship capital of the Mediterranean.

I voted Makedon, but... have you considered Epeiros? Good start position, interesting expansion directions, opportunity to punk the Romani early, and not having to take the entire eastern half of the map (the Persian lands past Persepolis are really annoying to navigate through, and poor to boot)
