no, i meant so anybody can recruit them with regional barracks in correct provinces.

BTW, take a look at the "unit recruitment data file" (or what ever it is called). It should be in the AAR / Guides subforum, in the upper half of the first page.

No, elephants are not regionals for everybody. Ptolemai, Seleucia, Baktria, Carthage, Sabyn, and Epirus can get them. Rome can get simple African elephants and Makedonia (& I wouldn't be surprised if KH too) can get simple Indian elephants.
The places you can recruit them vary somewhat from faction to faction. Indian one in the three Indus provinces, plus some others like the Baktria province. African Forest Elephants west of (and not including) the city of Carthage. Bush Elephants in Meroe, Axum, and Pt. Theron.
